Conditions of engagement of professional services And Scale of professional fees and charges as per ITPI code of conduct
The members and students of the Institute of Town Planners, India are governed by the constitution and bye-laws of the ITPI provided as ITPI code of conduct. A professional in planning field must have knowledge, skill and competence to handle all spatial and physical data required for planning and development tasks. Planning is a profession of responsibility as the client could be an individual, a community, an agency, a corporate body, or a central, state or local government department. The job of planner is highly technical requiring skill and sincerity in work and public dealing. The Consultant Planner, therefore, has to be a person with integrity, capacity, ability, dynamism and imagination.
Professional Services
The ITPI code of conduct thus specifies the need of rules in professional practices. It specifies the major values behind planning as a profession. For public it states that the welfare of general people is must and public interest shall always be given preference. The professional values in it are that there shall be no biases, no competition for prospective employment, defamation of peers shall not be tolerated and not take unapproved projects. The responsibility towards client includes faithful agent of his employer or client, whether an individual, either private party or a public agency. They should not take work above their calibre have no financial interest. Non disclosure of information should be maintained. As an assistant he shall be mindful of the personal, financial and professional welfare of his employees. He will encourage them in study, advancement and achievement in the profession. Also students should be given knowledge so that they can become better professionals.
ITPI also has Conditions of engagement and scale of professional fees and charges. In the first part of the conditions of engagement it specifies the minimum standards for development of land for which a planner shall be considered. Also Members of the Institute of Town Planers, India are governed by the Articles of Association and Bye-laws of the Institute for undertaking professional assignments, as per agreement with the client, and maintaining a quality standard.
Conditions of Engagement also keep in mind the scope of work and amount of fee to be paid. Any difference or disputes on the scope of work may be referred to the Institute of Town Planners, India, either by the Client or by the Consultant Planner in writing shall result into an action. Though planner is attached to plan making process but he may not be held responsible for implementation of it.
Any failure in following ITPI code of conduct would be dealt by the institute, Council may judge a member or a student guilty of unprofessional conduct, and either reprimand, suspend or expel him or her.
Part two of the policy deals with types of consultancy services Planning and Development Management example specialized Sect oral Plans / studies EIA, landscape plan, environmental management plan, industrial development plan, infrastructure plans, mobility plan, real estate development, redevelopment plan, SEZ plan, slum rehabilitation plan, special area plans, tourism development plan, traffic and transport plan, village development plan, disaster management plan, project management consultancy, prefeasibility reports, waste management plan, rainwater harvesting, city development plan (CDP), slum-free city plan, GIS based property mapping, any other special sect oral plan/ study related to land, land use and land management, Detailed project reports (DPRs), Advisory Services, Arbitration and Techno-legal Inputs, Education, Research & Training pertaining to Urban and Regional Planning etc. Further the contents of these plans are also specified.

The part three of the ITPI code of conduct deals with Scale of professional fees and charges and how the payment of a planner shall be done. It promotes transparency and says that a planner shall be paid according to the type of work done example For Preparation of Different Types of Plans Based on Projected Planned Population.

Other fees for short term projects and as retainer has also been specified in the ITPI, Conditions of Engagement and Scale of Professional Fees. In the End, i.e. part four reimbursable costs that should be included mode of payment is suggested for easy payment options.
These stipulated costs should be kept as basic minimum payment for any project by the planner and under any circumstance this should not be lowered otherwise the quality and efficiency would be compromised with, degrading planning as a profession.
