What is AMRUT?

AMRUT is the acronym for Atal Mission For Rejuvenation And Urban Transformation which aims at providing basic services like water supply, transport solution, sewerage, drainage facilities to households. It also aims at building facilities and amenities which will improve the Quality of Life (QOL) for all, especially for the poor and the disadvantaged.

AMRUT aims at 

  1. Ensuring access to tap with assured supply of water & a sewerage connection for every household
  2. Developing greenery and maintenance of open spaces (eg. parks, playgrounds) which will result in increase in amenity value of cities. 
  3. Reduction in pollution by shifting to public transport and non motorized transport (like walking & cycling)

These outcomes are valued by people. Service Level Benchmarks (SBLs) have been formulated on basis of various indicators and standards prescribed by Ministry of Urban Development (MoUD), Govt. of India 

Funds required 

As per an estimate for over a 20 years by High Powered Expert Committee (HPEC) in 2011 at 2009-2010 prices the required funds were estimated as

  • Urban Roads – Rs.17.3 Lakh Crore
  • Services (water supply, sewerage, solid waste management) – Rs. 8 Lakh Crore
  • Operation & Maintenance (O&M) – Rs.19.9 Lakh Crore

This mission aims at providing direct impact on the real needs of people for example providing taps and toilet connections to all households. 

Future course of action

After providing access to taps and sewerage connections other benchmarks will made. Other benchmarks will be targeted following a step by step process which is referred to as “incrementalism”.

While achieving the new benchmarks pre decided SLBs will also be worked upon gradually according to National Priorities.  

Methodology

Under AMRUT project by project sanctions will be replaced by approval of State Annual Action Plan once a year by MoUD. This will be followed by projects sanctions and approval by states at their end. This method makes states equal partners in planning and implementation of projects thus leading to cooperative federalism.

  1. Water Supply
  2. Sewerage facilities and septage management
  3. Storm water drains to reduce flooding
  4. Pedestrian, non-motorized and public transport facilities, parking spaces 
  5. Enhancing amenity value of cities by creating and upgrading green spaces, parks and recreation centers, especially for children.

Coverage/ Areas covered under AMRUT

500 cities will be taken up under AMRUT which will be notified as appropriate time. Cities which will be covered in the AMRUT are given below:

  1. All cities and towns with over 1 lakh population and notified Municipalities, including Cantonment Boards (Civilian areas)
  2. All Capital Cities/Towns of States/UTs, not covered in above
  3. All Cities/ Towns classified as Heritage Cities by MoUD under the  Heritage City Development and Augmentation Yojana (HRIDAY) Scheme 
  4. 13 cities and towns on the stem of the main rivers with a population above 75,000 and less than 1 lakh. 
  5. 10 cities from hill states, islands and tourist destinations (not more than 1 from each state)
